			<content:encoded><![CDATA[<p>﻿On Tuesday, February 1, 2012, the Lake County Association of Chiefs of Police presented Patrolmen William Kuret, Richard Gerber, Jonathan Smelcer, Michael Bruening and Matthew Alvord with its Life Saving Award.</p>
<p>This award was presented to Ptl. Kuret and Gerber for their quick assistance of a female who, after being pulled from a car, was found to be not breathing and who was turning blue. Ptl. Kuret gave chest compressions and Ptl. Gerber administered oxygen from a CPR mask. Their quick actions kept her alive until the Mentor Fire Department arrived and administered narcan, which eventually revived her.</p>
<p>The Life Saving Award was also presented to Ptl. Smelcer, Ptl. Alvord and Ptl. Bruening for their prompt actions in assisting an unresponsive male with no heartbeat. Ptl. Smelcer and Alvord administered CPR, as well as the AED, and Ptl. Bruening used a bag valve mask to provide oxygen until the Mentor Fire Department arrived and the man was given a second AED shock, which restarted his heart. The man was then transported to the hospital.</p>
<p>We congratulate Patrolmen Kuret, Gerber, Smelcer, Bruening and Alvord for their outstanding work in the line of duty and for receiving this special award.</p>

			<content:encoded><![CDATA[<p>The City of Mentor is requesting bids for the Upgrades/Replacements of HVAC Controls at the City of Mentor Government Complex at 8500 Civic Center Boulevard.</p>
<p>The project consists of replacing the existing controls for air handlers and ancillary equipment in preparation for other ongoing projects to which the City of Mentor is undertaking which includes replacement of air chandlers, chillers, boilers and other HVAC systems within the Government Complex Buildings (Police, Court and Administration Buildings).  The Police Headquarter’s air handler unit controls replacements shall be considered as permanent, whereas the Administration air handling unit and boiler controls are considered as temporary.  The systems must be in-place and operable for the next phases of work to commence.</p>
<p>Following internal investigations by the City of Mentor and their consultants in identifying the current needs, the preferred controls systems manufacturer is a Honeywell JACE based/WEBS AX as currently installed at the Mentor Civic Arena.  The system will be required to be an open architecture/protocol and be compatible with BACnet, LONworks and other Industry Standard Direct Digital Controls (DDC) automation and controls systems interface.</p>
<p>It is mandatory that the bidder coordinate with Facilities Manager to schedule walk-through investigations in cooperation with the Building Manager in order to minimize the facility’s operations downtime.  All work to be coordinated with and through the City of Mentor and their Project Managers.</p>
<p>Per the project criteria specifications, all equipment shall be made entirely in America with vendor written verification of County of Origin in compliance.  This project is subject to the criteria and conditions of the American Recovery and Reinvestment Act (ARRA) of 2009, which requires that products utilized in this project be manufactured in the United States, is more than 50 percent us fabricated, assembled, materials, components, and parts to be considered &#8220;Made in the USA.” Contractor must accept terms, conditions &amp; reporting requirements of the ARRA.</p>
<p>Site visits are not mandatory, though will be accommodated by corresponding with the author of this Invitation to Bid.</p>
<p>A bid sheet format will be provided for your convenience and reference as to preference of providing costs.  However, you may provide your own company’s quote or bid format providing that the cost breakdowns are consistent with the form provided by the City.</p>
<p>A formal Pre-bid Conference with be held at 10 A.M. on Monday, February 13, 2012 to answer any questions and to visit the site if you choose to do so.  All requests for information (RFI’s) after the scheduled Pre-bid Conference must be in writing and directed to my office.  If required, any Addendums will be processed a minimum of 48 hours prior to the bid deadline listed below.</p>
<p>A request for a site visit can be made anytime prior to the formal Pre-bid meeting by contacting David Ritz/Facilities Manager.</p>
<p>Bid Packets must be received no later than 12:00 noon on Tuesday, February 21, 2012 at the City of Mentor’s Department of Finance.</p>

<p>Sealed Bids will be received no later than 12 noon local time on Thursday, February 23, 2012 and will be opened immediately thereafter, for furnishing the necessary labor and materials, tools, machinery and appliances for the Project:</p>
<p>2012 Roof Replacement Project at:</p>
<p>Mentor  Senior Center, 8484 Munson Rd., Mentor, OH 44060</p>
<p>Bids for the above-described work must be submitted on forms (or copies thereof) furnished with the bid documents and in accordance with the plans and specifications, dated December 2011, authorized by Construction Resources, Inc., 22900 Station St., Solon, OH   44139, Telephone (440) 248-9800.  Copies of said plans and specifications may be obtained by bidders or other interested parties for a $100 non-refundable fee, made payable to Construction Resources, Inc.  The plans and specifications may be reserved for pick-up at the pre-bid meeting or picked up at the office of Construction Resources, Inc.  The pre-bid meeting will be at the Mentor Municipal Center in the 2<sup>nd</sup> floor conference room, on Thursday, February 9, 2012 at 11 a.m. local time.  All bidders should attend the pre-bid meeting in order to submit a proper bid that will be considered by the Owner.</p>
<p>Bids must be addressed to Purchasing Coordinator; identify on the outside of the envelope the item of work bid upon.</p>

<p>Each bid must contain the full name of every person or company interested in the same, shall state the price for labor and materials, and must be accompanied by a BID GUARANTEE meeting the requirements of Section 153.571 of the Ohio Revised Code.</p>

			<content:encoded><![CDATA[<p><em><span style="font-size: small;">Mentor Police Department Reminds Everyone that Fans Don’t Let Fans Drive Drunk</span></em></p>
<p>The Mentor Police Department, Lake and Cuyahoga County Safe Communities Coalitions are encouraging Super Bowl fans to get their game day plan together before enjoying the big game. “We want all community members to enjoy the football game,” says Police Chief Daniel Llewellyn, “but we also want them to return home safely. Driving impaired or riding with someone who is impaired is not worth the risk. Making the decision to not drink and drive or find a safe ride home is the best choice.”</p>
<p>Alcohol-impaired driving is no accident nor is it a victimless crime. 10,228 people died in motor vehicle crashes in 2010 in which an impaired driver got behind the wheel of a vehicle. Drinking and driving can result in loss of life or serious injury. These not only affect the lives of the impaired driver but can affect other families as well.</p>
<p>“As a party host, you are responsible for the actions of your guests,” notes Chief Llewellyn. You can be held civilly liable if someone leaves your party, gets behind the wheel, and hurts themselves or someone else in a crash. Remember, someone does not have to be heavily intoxicated to be impaired—impairment can begin with the first drink.&#8221;   Driving skills and abilities are impaired in most people long before they exhibit visible signs of drunkenness.</p>
<p>To help hosts prevent impaired driving on Super Bowl Sunday, Mentor Police Department will provide “game day party hosting” kits, while supplies last.</p>
<p>Each kit includes:</p>
<p><img class="alignleft" src="http://cityofmentor.com/wp-content/uploads/superbowl-1.jpg" alt="" width="223" height="160" />• a football shaped bowl for guests’ keys,</p>
<p>• a recipe guide with great non-alcoholic drinks,</p>

<p>• a $5.00 Ace Taxi voucher,</p>
<p>• and cracker jacks or popcorn.</p>
<p>Kits are available at the police department  through Friday from 8:00 a.m. to 4:00 p.m. while supplies last.</p>

<p>When hosting an event where alcohol is served, take steps to keep your guests safe:</p>
<p>1. Reassure your guests who don&#8217;t want to drink that they can still have fun. Don&#8217;t force drinks on your guests or rush to refill their glasses right away.</p>
<p>2. Always serve food, especially high-protein foods like cheese and meats that stay in the stomach longer, slowing down the absorption of alcohol into the bloodstream.</p>
<p>3. Avoid mixing alcohol with carbonated beverages because carbonation increases the speed that the body absorbs alcohol.</p>
<p>4. Have non-alcoholic drinks available.</p>
<p>5. Stop serving alcohol two hours before the party is over, but continue serving non-alcoholic drinks and food. Be aware that this two-hour wait is not enough time for most people to clear all the alcohol from their system.</p>
<p>6. DON&#8217;T LET PEOPLE DRINK AND DRIVE. Car pooling and cabs can save lives. It&#8217;s the responsibility of EVERYONE (especially the party host) to stop drinkers from driving.</p>
<p>7. Last, but far from least, make sure that all your guests know how you feel about drinking and driving.</p>
<p>The kits are provided in partnership with the Mentor Police Department through the Cuyahoga County Safe Communities Coalition, State Farm Insurance, Budweiser and Ace Taxi.</p>

The suspect is a W/M, about 40yrs old, approximately 5’10” and a stocky build.  The male attempted to steal several items and fled the store.  After being chased by security, he then attempted to assault the security officer.  The male fled the area in a late model GMC truck, red in color. 			<content:encoded><![CDATA[<p>Cyber criminals have found yet another way to steal your hard-earned money: a recent phishing scheme involves spam e-mails—purportedly from the National Automated Clearing House Association (NACHA), the Federal Reserve Bank, or the Federal Deposit Insurance Corporation (FDIC)—that can infect recipients’ computers with malware and allow access to their bank accounts.</p>
<p>The malware is appropriately called “Gameover” because once it’s on your computer, it can steal usernames and passwords and defeat common methods of user authentication employed by financial institutions. And once the crooks get into your bank account, it’s definitely “game over.”</p>
