Administration

The Chief of Police is the head of the agency, and reports to the City Manager / Safety Director. He commands all three major divisions of the department, and has two units which by virtue of the nature of their work, report directly to him. The Internal Affairs Unit, which investigates complaints against department members of a more serious nature, is one of these. Internal investigations are usually assigned to one of the detective bureau supervisors, who then report the results of their investigation to the Chief. The second is the Victim’s Assistance Unit and is also directly under the control of the Chief.

The Administrative Division is commanded by Captain Kevin Knight and is responsible for the Crime Prevention Unit, Court Services, Training, Fiscal Management, the Chaplain Program,  Police Vehicles, General Building Maintainance and Security.

The Division Captain works closely with the Chief of Police and normally serves as acting chief in his absence.

The administrative offices are staffed during business hours by Administrative Secretary Susan St. Hilaire, who works with Chief Llewellyn, and Secretary Tammy Stuber, who reports to the three division captains. These staff members are an integral part of the administration of the police department, and handle myriad duties that make a major contribution to the smooth functioning of the department. Many of their duties involve them maintaining a level of confidentiality of the highest caliber. When calling the administrative offices of the police department, a caller will usually end up speaking to one of them.
