The Ohio Department of Transportation (ODOT) is proposing to rehabilitate the I-90 corridor between the Kirtland Rd. bridge overpass to the Morley Rd. bridge overpass in the cities of Willoughby, Mentor, Kirtland Hills, and Concord Township. Work includes full depth pavement replacement of this six-mile section of I-90 in Lake County, including the pavement replacement of the SR 306 interchange ramps, the SR 615 interchange ramps and the Concord and Lake Rest Area ramps, improving bridge vertical clearance, rehabilitations to six overpass bridges, new drainage infrastructure, new signing and pavement markings, and lighting upgrades at the SR 306 and SR 615 interchanges.

The purpose of the project is to replace the aging pavement, improve the ride quality, decrease the maintenance costs, and incorporate infrastructure needed for long-term transportation management and operation. This section of I-90 sees average daily traffic of over 65,000 vehicles and was originally built between the 1960s and 1970s. During construction, lane closures, bi-directional traffic patterns, ramp closures, and traffic pattern shifts will be needed. A detour will be posted for all closures.

At this time, environmental impacts appear to be minor. The project plans to minimize impacts to wetlands, streams, and waterways/floodplains along the project corridor. Proposed right of way does not need to be acquired for this project. The project is sponsored and funded by ODOT.

This transportation improvement project is estimated to begin construction in 2027 and estimated to be completed in 2032. The estimated construction cost is $98 million.
